He also touched on political tensions, mentioning speculation about President Donald Trump’s threat to fire Powell.
Expectations for XRP
Despite the slow price action, Ramos maintained a clear position on accumulation. He reiterated his view that buying XRP below $3 provides long-term confidence, stating that “it would be stupid of me not to take advantage of that.”
He believes the asset is preparing for a recovery, pointing to strong support levels, price channel positioning, and technical indicators such as the Bollinger Bands. He acknowledged the possibility of short-term declines but argued that the market setup favors eventual upward movement.

Outlook for October and Beyond
Looking ahead, Ramos expressed optimism about October, which he referred to as “Uptober” for XRP. He highlighted that institutional investors and high-profile market participants are already preparing for favorable conditions, even if retail investors remain cautious.
Ramos stressed that major investors are focused on exchange-traded fund (ETF) approvals while retail investors target smaller gains. He added that regulatory clarity and Central Bank Digital Currencies (CBDCs) remain longer-term milestones toward 2026.
Ramos also mentioned potential disruption from U.S. government budget negotiations, noting that the risk of a shutdown remains. He described it as an issue to “brace yourself a little bit,” although he believes the situation will eventually be resolved. He emphasized that even if the final days of September remain unsettled, this does not diminish his positive outlook for October.
