Anticipation Over Legislation: A Precursor to Price Movements

Market analyst Zach Rector has reiterated his view that XRP’s next significant advance will not depend on the formal passage of the Clarity Act. Rector argues that the cryptocurrency market typically responds to expectations rather than to the final approval of new legislation.

In his assessment, investors anticipating a major shift only after the Act is signed into law may overlook how price movements in the sector often develop ahead of regulatory events.

Rector maintains that if XRP is positioned for a notable upward move, it is likely to begin before the legislative process is completed. He believes the market will react to the anticipation of regulatory clarity rather than waiting for the President’s signature. Based on this view, he expects XRP to show strength in advance of the Act becoming official.

Legislative Developments Enter a Key Phase

Rector’s remarks come as Congress works through an important stage of its oversight agenda. A report from Crypto in America indicates that the Senate Banking Committee is taking steps to finalize its draft market structure legislation, with discussions reportedly progressing after recent bipartisan meetings.

Although the main points of debate now center on ethics guidelines and how different digital assets should be categorized, committee members appear to be moving toward a consensus.

The Senate Agriculture Committee, responsible for oversight of the Commodity Futures Trading Commission, has not yet scheduled its own review. With the holiday period approaching, both committees face pressure to address outstanding regulatory issues before the session ends.

These efforts relate closely to the Clarity Act, which has already passed the House and is awaiting consideration in the Senate. According to Rector, however, even if the Act moves slowly, market activity is unlikely to remain stagnant while legislators continue to negotiate.

Analyst Points to Past Market Behavior

Rector also argues that XRP has a track record of significant price movements that occurred before major regulatory announcements. He highlighted a notable advance in late 2024 and early 2025, when XRP gained substantially following the U.S. presidential election, rising from approximately $0.50 to more than $3.40 within two months.

By mid-2025, the token reached $3.66, representing an increase of more than sixfold from its pre-election value.

Rector uses this period to illustrate that markets can reprice assets rapidly, even when significant policy changes are not yet finalized. However, he did not fully acknowledge that several regulatory milestones occurred during the same period, including the conclusion of the Ripple litigation, the resignation of the then-SEC Chair, and the approval of the Genius Act.

Although these developments may not have directly triggered the move, they contributed to a more favorable environment, complicating any claim that regulation played no role in the rally.

Assessing the Clarity Act’s Importance

Discussions within the XRP community remain divided. While some observers maintain that a large advance is unlikely until the Clarity Act becomes law, others believe that market catalysts such as institutional interest, ETFs, and renewed liquidity could drive progress even before regulation is finalized.

Rector aligns with the latter view. He argues that although the lack of legislative progress may have influenced XRP’s performance this year, the Act should be regarded as an accelerant rather than a prerequisite. In his view, investors who choose to wait for full regulatory certainty may struggle to secure favorable entry points once momentum begins to build.

Senate committees are still working toward earlier passage of the Clarity Act, potentially targeting 2026. Meanwhile, Rector maintains that the decisive move in XRP is more likely to occur during the anticipation phase rather than after the final signing of the legislation.
