The National Drug Law Enforcement Agency (NDLEA) has introduced an online portal designed to streamline the process for obtaining drug integrity tests and visa clearance certificates. This new initiative aims to enhance accessibility and efficiency in these clearance procedures, reinforcing the agency's ongoing efforts to combat drug abuse.
The announcement was made in a press statement released on Tuesday, signed by Femi Babafemi, Director of Media & Advocacy at NDLEA Headquarters in Abuja. The portal's unveiling marked the commencement of the digitisation of the Agency’s Drug Integrity Test and Visa E-Administration System (DITViCAS).
Chairman/Chief Executive Officer of NDLEA, Brig Gen Mohamed Buba Marwa (Rtd), highlighted that the portal is a key component of the agency's strategy to improve operational efficiency, eliminate existing bottlenecks, and intensify the fight against the drug scourge. He emphasized that the integration of technology is a deliberate step to enhance the clampdown on substance abuse and illicit drug trafficking across Nigeria.
“The symbolic launch signifies a paradigm shift in our fight against the scourge of substance abuse and illicit drug trafficking, a moment where enforcement meets efficiency, and commitment merges with cutting-edge technology.”
Marwa further elaborated that this digital transformation underscores the NDLEA's commitment to leveraging technology in its anti-drug trafficking and abuse campaigns. The digital operations are integral to the agency's strategy to ensure its processes are modern, secure, and aligned with global standards.

The NDLEA chief also noted that this initiative aligns with President Bola Tinubu’s Renewed Hope agenda, which prioritizes the digitalization of government systems and the streamlining of operations. He reiterated that the agency's unwavering approach to addressing the illicit substance scourge focuses on two crucial pillars: Drug Supply Reduction and Drug Demand Reduction.

Historically, the process of obtaining an NDLEA Visa Clearance Certificate, a requirement for certain source and transit countries such as Thailand, Malaysia, Indonesia, India, Brazil, Pakistan, the Philippines, and Russia, has been characterized by delays. These delays were often attributed to extensive documentation requirements, the need for physical appearances, and prolonged verification cycles.
The introduction of the online Visa Clearance portal is expected to provide a definitive solution to these challenges. The new system incorporates automation across all stages of the Drug Integrity Test and Visa Clearance administration process.
Furthermore, the drug integrity test platform will be extended to students in tertiary institutions as part of a broader effort to significantly promote drug demand reduction nationwide. Marwa stated that this rollout will be conducted without any intention to stigmatize students, and those who test positive will be offered support through the agency's rehabilitation and counseling centers.

How the Online Portal Works
The newly launched portal facilitates a seamless application process for drug integrity tests for institutions, organizations, and individuals. Upon application, users will experience a verified, standardized, and secure procedure for testing and certificate issuance.
The NDLEA highlighted that the portal integrates advanced background check protocols, ensuring that the issued certificates serve as robust security instruments and preventing drug syndicates from exploiting legitimate travel channels.
“With the E-Certification and Verification system, it also eliminates drug and visa clearance certificate falsifications and establishes the reliability and transparency of the process with supervisory dashboards across our commands, formations and at the headquarters.”
The agency has also established partnerships with private medical centers and other accredited facilities for the Drug Integrity Test, all of which have been integrated into the platform.
Application Process
Individuals seeking a Drug Integrity Test and Visa Clearance can now apply from the comfort of their homes and select their preferred testing location.
The system allows applicants to book an appointment on a date and time that is convenient and available for both the applicant and the designated NDLEA desk officer, thereby eliminating the need for prolonged waiting periods at NDLEA offices.

To apply for the Drug Integrity Test and Visa Clearance:
- Visit the dedicated portal on your web browser.
- Create an account by providing the necessary personal information and verifying your details.
- Submit your application and select an available center and appointment slot for either the Drug Integrity Test or Visa Clearance.
- Attend your appointment at the chosen center on the scheduled date.
Upon arrival at the appointment center, the desk officer will finalize the testing process and record the result. The system will then generate the drug test certificate immediately.
The NDLEA has indicated that the Visa Clearance process is typically completed within three working days, with a maximum extension to one week in exceptional circumstances.
