Speaking at a joint SEC‑CFTC roundtable with executives from Kraken, Robinhood Markets, Bank of America, and JP Morgan, Atkins warned that the US risks losing its competitive edge if regulators do not establish clear regulatory frameworks for crypto.
He also said fragmented rules have pushed crypto firms offshore and created duplicate regulations.
“It’s a new day and the turf war is over,” said Pham. “There’s no question that because we both oversee related parts of the financial markets, the regulatory lanes for our two agencies aren’t always clear or intuitive. At times, this has led to unnecessary friction between the two agencies and avoidable headaches for the market participants who depend on us.”
Regulatory Conflict In The US Is Coming To An End, Says Atkins
Atkins also said regulatory uncertainty is coming to an end. That’s as the SEC and CFTC collaborate to create a regulatory framework for digital assets in the US that both promotes innovation and protects investors.
Both the SEC and CFTC have already received recommendations from a White House working group regarding how to regulate digital assets. The agencies have also since started implementing some of the recommendations.
For example, the CFTC has launched its “Crypto Sprint” initiative earlier this year, which acts on the recommendations received.
Similarly, Atkins unveiled the SEC’s “Project Crypto” initiative in July, which seeks to ease licensing requirements for crypto firms. In addition to this, the SEC has also recently approved generic listing rules for crypto ETF filings, which is expected to streamline the process and kick off an ETF tsunami, according to analysts.

Both the CFTC and SEC have also been working together to prevent a scenario where duplicate rulebooks are once again created for crypto.
Ripple CLO Urges US Lawmakers To Finish The Job
Ripple Chief Legal Officer (CLO) Stuart Alderoty has urged lawmakers to “finish the job on crypto clarity.”
Writing in an op‑ed published on RealClearMarkets, he said digital assets are no longer a niche segment but, rather, a key part of the financial lives of millions of Americans.
He referenced a Chainalysis report that estimated that Americans transacted over $1 trillion in digital assets in 2024. About two‑thirds of Americans also lack confidence that policymakers understand crypto or its impact on daily life, he added.
As adoption grows, he said that the window of opportunity for US regulators to establish clear rules of the road and for the US to remain competitive in the crypto space is closing fast.
“Without clear and consistent rules, consumers are left exposed, responsible innovators face uncertainty, and the U.S. risks ceding leadership to global competitors who are moving faster to provide regulatory clarity,” he wrote.
